Prohibited = Whatever

If you look closely this flag seems to say, "Swimming Prohibited" but what it actually means is, "Do whatever you want, just don't blame us if you get sucked out to sea." You can tell how many people caught the subtle difference in this photo. What you can't see are the scores of surfers off to the right!
